You are a corporation and you want to expandyour business abroad. However, you do not have a legal structure in the country in question. What can you do? Employment of Record Services can be a solution.
What does it consist of? In a nutshell, it enables a professional to work as a freelancer while enjoying salaried status within a "EOR Services" company. The latter acts as an intermediary between the professional and the customer, handling invoicing, administrative formalities and salary payments.
For companies, this is a flexible, secure solution for short-term assignments or assignments requiring specific skills that they don't have in-house.
Furthermore, with a fast-growing market and recent initiatives to improve the legislative framework, EOR Services establish itself as a sustainable solution.

Since 2023, the number of ported employees has been rising steadily. The reason? Unlike freelancing, "Employment of Record Services" combines independence and social security, which is an attractive option for workers. Growth in the sector is expected to continue through 2025, making it a secure and viable solution.
The appeal of EOR Services administration is particularly strong among highly qualified professionals. The 2022 report on the Employment of Record Services administration sector shows that 73% of workers are executives, who are mainly responsible for meeting companies' needs for IT expertise, project management or interim management.
The independence of ported employees ensures autonomy and proactivity, making it easier to get your projects off the ground quickly and efficiently. At the same time, the digitalization of the sector offers better contact and interaction options which guarantee a better follow up on assignments. Turning to EOR Services thus gives you access to a wide range of skills, maximizing your chances of finding the right profile.

Attractive for the social guarantees it assures to employees and for the flexibility it gives to all parties, the sector continues to evolve. Since the signing of its collective agreement in 2017, the portage market has been growing steadily. New endorsements are regularly added to the collective agreement, allowing its provisions to be perfected. What's more, an AFNOR standard is also being drafted. This would improve support for ported employees and offer an additional guarantee of security for client companies.
Talking about fresh evolutions, a bill was tabled by the French MP Stéphane Viry, which aims to extend access to EOR Services to a wider range of skills. While the dissolution of the French National Assembly may well put this development on hold, the text recognizes the value of the sector as a solution to full employment, by, for example, broadening the pool of skills available to client companies. The momentum is therefore in favor of portage.

Unlike a conventional employment contract, a "Employment of Record Services" contract is managed by an "umbrella company". Meaning: the employee is covered by the company's Professional Civil Liability in the event of damage during the assignment. In addition, the umbrella company manages the employee's contract, which is time saving on administrative formalities.
SAVINGS: Save money by avoiding superfluous payroll costs
When you choose to hire a ported employee, you benefit from a qualified external service. But you are the one who sets the contract duraction, according to your needs. Thus you keep a hand on your budget. If you have a project requiring specific skills, or an exceptional peak in activity, this means you don't have to worry about employment contract management.
COMPLIANCE: Guarantee legal, tax and social compliance.
The legal framework for umbrella companies evolved to offer stronger guarantees of compliance while keeping its original promise: linking social securities and flexibility. From the official codification in 2008 to the signing of the collective agreement in 2017, the conditions laid down ensure respected wage rights for workers. This protects companies from the risks of non-compliance, such as economic dependence and duty of care.
Given its youth, the sector's regulations continue to evolve (the last modification dates back to January 2024), to offer better supervision, while remaining a flexible solution.
INTERNATIONAL : Develop an international business without creating an additional legal structure
EOR Services allows you to hire employees abroad, without having to set up a legal structure. This gives you more flexibility in determining your objectives and testing new markets, while keeping your business free from non-compliance risks.
